Arrest of Houston Police Sergeant Linked to Alleged Payment for Sex with Human Trafficking Victim

A Houston Police Department Sergeant has been released on bond following his arrest for alleged involvement in paying for sex with a known victim of human trafficking, according to court records.

The arrest of 57-year-old Sgt. Cesar Beltran was confirmed by HPD in a social media post. He faces charges of solicitation of prostitution and was initially booked into Harris County Jail.


Although scheduled for a probable cause court appearance on Thursday, Sgt. Beltran posted $10,000 bond before the hearing.


Charging documents reveal that Beltran was involved in an arrangement to provide compensation to a high-risk human trafficking victim in exchange for sexual services. Furthermore, he is accused of negotiating a threesome involving the victim and a family member, who is also believed to be a victim of human trafficking, and Beltran was allegedly aware of this fact.


As per department protocol, Beltran has been relieved of his duties while an internal investigation is carried out by HPD's Internal Affairs Division.

Sgt. Beltran, who has been with the department since June 1998, is assigned to the Midwest Patrol Division. His next court appearance is scheduled for Wednesday, January 3rd."
